What a wonderful insight Moshe gives us:
We defined ourselves as a people in the eyes of Moshe when each tribe expressed the need, the desire to be as closer to the Torah as they could physically be. It wasn’t sufficient for the other tribes that the Torah be “housed” with the priests. Each tribe could come up with a reason for the Torah to be with the. But at the core, each wanted to become closer to the Torah and, as such, each would then be closer to H’m, B’H’m.
