This is a great exposition of Noah’s behavior! However I have heard an alternate explanation for his hesitation: He DID believe in HaShem but he kept thinking and perhaps hoping that humankind would repent enough to avert the flood. This is just an alternate view, not meant to contradict you, Rabbi.
